The harmonization of reporting requirements means that the existing national requirements across the EU have been replaced by one set of reporting requirements and one reporting format, the Poison Center Notification (PCN) format.

Some reporting requirements may represent a novelty with respect to previous obligations applied at the national level. You may need to generate new information or adapt existing information to the PCN format.

The Unique Formula Identifier (UFI)

This is a new presentation requirement and a new labeling element described in detail in step 4. An example of a correct format UFI would be YV9K-3J9A-G209-C2T7. The UFI establishes an unambiguous link between the information you provide about a mixture through the notification and the corresponding marketed product, helping to ensure that the appropriate emergency response is quickly identified in the event of an incident.

The complete chemical composition of the mixture will be required

This means that you must indicate the exact concentrations or concentration ranges of the hazardous and non-hazardous components. This information is more extensive than what is usually presented in a safety data sheet.

Toxicological information on the mixture should be provided.

This information, usually found in section 11 of a safety data sheet, will have to be provided as free text.

A product category must be assigned

To the product according to its main intended use (e.g. dishwashing detergent, adhesive, decorative paint), according to the European Product Classification System (EuPCS).

All submissions must also include information identifying the sender and the product (e.g. trade name, packaging and color) and indicating whether the mixture has industrial, professional or consumer uses.
